During the roundtable discussion, five hundred best business practices on the theme of female empowerment were presented within specific missions of the Italian NRRP, contained in the updated edition of the volume “Equality for a New Responsible Recovery”, carried out by Valore D in collaboration with Boston Consulting Group.

The event represented the natural evolution of Valore D’s work and commitment at the institutional level and an opportunity to transfer the discussion to a community level, through a dialogue that saw the active participation of institutional actors and companies.

The importance of the public-private partnership and alliance was emphasized by the President of Valore D, Cristiana Scelza, as a tool to achieve significant and lasting results. Intervening at the opening, she emphasized this synergistic collaboration: “The work presented stems from an awareness that has always accompanied the vision of our association: the value of the public-private partnership, functional to this growth, and that’s why we went to present it at the European level. We believe, in fact, that an effective recovery is possible if supported by open and constant dialogue between institutions and companies.”

In the current European legislature, significant progress has been made in the field of female empowerment. However, there is still much to be done to reduce the gender gap and ensure equal opportunities for all. As explained by Hon. Patrizia Toia, “European institutions, national governments, and businesses all need to contribute to achieving a true ‘Union of equality’ to give substance to these principles that are already at the core of the Charter of Fundamental Rights of the European Union.” MEP Toia emphasized the role of the European Parliament in this process, charting the course towards “increasingly advanced legislation” and “projects and funding programs that move in this direction.”

The role played by the EU in promoting gender inclusion and equality in this legislature to address challenges such as the green, digital, and demographic transitions has been also highlighted by Annelisa Cotone, member of the Cabinet of Commissioner for Equality Helena Dalli. She emphasized the labor market and the challenge of ensuring competitiveness through a targeted action plan to address the shortcomings of underrepresented groups, particularly women. This includes addressing the gender pension and wage gap, as well as promoting greater participation of women in STEM sectors.

The event, moderated by Alessandra Santacroce, Director of Institutional Relations at IBM, President of the IBM Foundation, and Chair of Valore D NRRP working group, continued with a constructive dialogue between companies and institutions, analyzing the work carried out by Valore D and Boston Consulting Group. From the study on the NRRP, presented by Giada Maldotti, Partner Social Impact at BCG, emerged the need for effective strategies aimed at reducing the gender gap, which currently places Italy in a position lagging behind other EU countries. The contributions of Floriana Notarangelo and Michelangelo Suigo, respectively Chief Diversity & Inclusion Officer at Barilla and EVP-External Relations, Communication and Sustainability Director at Inwit Spa, highlighted the best business practices aimed at overcoming these challenges.

Representatives of European institutions have stressed the importance of gender equality policies centered around the vision of diversity as a source of innovation, aimed at overcoming current challenges. Stefano Verrecchia, Italy’s Deputy Permanent Representative to the EU, emphasized the need to pay greater attention to industrial development at the beginning of the new legislature, putting the theme of gender equality at the forefront of the political agenda.

There are numerous areas that require special attention from public decision-makers, as highlighted by European Parliament members. From the issue of the gender pay gap and its relationship with artificial intelligence, to ensure that there is no discrimination in the workplace due to algorithmic biases, as emphasized by Hon. Brando Benifei, to the promotion of a family culture where responsibilities are equally shared between men and women, with investments in services and welfare to support families and women, also through active involvement of businesses in political reflection, as highlighted by Hon. Nicola Danti. According to Hon. Susanna Ceccardi, only through adequate support and greater visibility of female entrepreneurs can we ensure real progress towards gender equality in entrepreneurship.

“In Europe, the condition of women is still very challenging, and among European countries, Italy certainly does not rank among the best. Unfortunately, women still face a lot of difficulties, especially in the world of work,” commented Hon. Alessandra Moretti on the sidelines of the event. “It is right that governments commit much more. We talk about demographic stagnation; if women are not having children anymore, it’s not their fault, but because conditions are lacking to support them in reconciling their life and work schedules.“

It is evident that there are still numerous challenges to be addressed, often stemming from cultural prejudices that can hinder the potential of diversity as a source of enrichment and innovation. According to Hon. Tiziana Beghin, “as entrepreneurs and leaders, we have the power and responsibility to shape a more sustainable future for generations to come. It is crucial that every action we take considers the impact on our planet and the communities around us.”

And it is precisely this commitment on which institutions and businesses, in a constructive and constructive dialogue, must focus their efforts to address current challenges, ensuring a more inclusive future where diversity represents a source of innovation and growth.

Durante la tavola rotonda, sono state presentate cinquecento best practice aziendali sul tema dell’empowerment femminile all’interno di specifiche missioni del PNRR italiano, contenute nell’edizione aggiornata del volume “Parità per una Nuova Ripresa Responsabile”, realizzato da Valore D in collaborazione con Boston Consulting Group.

L’evento ha rappresentato l’evoluzione naturale del lavoro e dell’impegno di Valore D in sede istituzionale e un’opportunità per trasferire la discussione a livello comunitario, attraverso un dialogo che ha visto la partecipazione attiva di attori istituzionali e aziende.

E proprio l’importanza del rapporto e dell’alleanza pubblico-privato è stata enfatizzata dalla Presidente di Valore D, Cristiana Scelza, quale strumento per ottenere risultati significativi e duraturi. Intervenendo in apertura, ha messo l’accento su tale collaborazione sinergica: “Il lavoro presentato nasce da una consapevolezza che da sempre accompagna la visione della nostra associazione: il valore della collaborazione pubblico-privato, funzionale a questa crescita ed è per questo che siamo andati a presentarlo in sede europea. Riteniamo, infatti, che una ripresa effettiva sia possibile se supportata dal dialogo aperto e costante tra istituzioni e aziende.”

Nell’attuale legislatura europea, si è assistito a progressi significativi nell’ambito dell’empowerment femminile. Tuttavia, c’è ancora molto da fare per ridurre il gender gap e garantire pari opportunità a tutti. Come spiegato dall’On. Toia, “istituzioni europee, nazionali e aziende devono tutti contribuire a raggiungere una vera e propria ‘Union of equality’ per dare concretezza a questi principi che sono già alla base della Carta dei diritti fondamentali dell’Unione europea”. L’Onorevole Toia ha sottolineato il ruolo del Parlamento europeo in questo processo, tracciando la rotta verso una “legislazione sempre più avanzata” e “progetti e programmi di finanziamento che vadano in questa direzione”.

Il ruolo svolto dall’Ue nel promuovere l’inclusione e l’uguaglianza di genere in questa legislatura per affrontare sfide come la transizione verde, digitale e demografica è stato messo in luce anche da Annelisa Cotone, membro del Gabinetto della Commissaria per l’Uguaglianza Helena Dalli, che si è soffermata sul mercato del lavoro e sulla sfida di garantire la competitività attraverso un piano di azione mirato a colmare le carenze dei gruppi sottorappresentati, in particolare le donne. Ciò include affrontare il divario pensionistico e retributivo, così come promuovere una maggiore partecipazione delle donne nei settori STEM.

L’evento, moderato da Alessandra Santacroce, Direttore Relazioni Istituzionali IBM, Presidente Fondazione IBM e Presidente Tavolo PNRR Valore D, è proseguito attraverso un dialogo costruttivo tra aziende e istituzioni, che hanno analizzato il lavoro svolto da Valore D e Boston Consulting Group. Dallo studio sul PNRR, presentato da Giada Maldotti, Partner Social Impact di BCG, è emersa la necessità dell’individuazione di strategie efficaci volte a ridurre il divario di genere che ad oggi pone l’Italia in una posizione di grave ritardo rispetto agli altri paesi dell’Ue. I rappresentanti delle Istituzioni europee hanno rimarcato l’importanza di politiche sull’uguaglianza di genere incentrate sulla visione della diversità come fonte di innovazione, volte al superamento delle sfide attuali. Il Rappresentante permanente aggiunto d’Italia presso l’Ue, Stefano Verrecchia, ha sottolineato la necessità di dedicare maggiore attenzione allo sviluppo industriale con l’inizio della nuova legislatura, mettendo al centro dell’agenda politica il tema dell’uguaglianza di genere.

Sono numerose le aree che richiedono un’attenzione speciale da parte die decisori pubblici, come evidenziato dai deputati europei. Dal tema della disparità di genere e il rapporto di questo con l’intelligenza artificiale, per garantire che non vi sia discriminazione nei luoghi di lavoro a causa di bias algoritmici, come sottolineato dall’On. Brando Benifei, alla promozione di una cultura familiare in cui le responsabilità siano equamente condivise tra uomini e donne, con investimenti nei servizi e nel welfare per sostenere le famiglie e le donne, anche attraverso il coinvolgimento attivo delle imprese nella riflessione politica, come evidenziato dall’On. Nicola Danti. Secondo l’On. Susanna Ceccardi, solo attraverso un sostegno adeguato e una maggiore visibilità delle imprenditrici possiamo garantire un reale progresso verso la parità di genere nell’imprenditoria.

“In Europa la condizione delle donne è ancora molto difficile, però tra i Paesi europei l’Italia sicuramente non si colloca nelle posizioni migliori. Purtroppo, le donne fanno ancora molta fatica, in particolare nel mondo del lavoro”ha commentato l’On. Alessandra Moretti a margine dell’evento. “È giusto che i governi si impegnino molto di più. Si parla di gelo demografico, se le donne non fanno più figli non è per colpa loro, ma perché mancano le condizioni che le favoriscano nella conciliazione tra i tempi di vita e quelli di lavoro”.

È evidente che siano ancora numerose le sfide da affrontare, e spesso derivano da pregiudizi culturali che possono ostacolare le potenzialità della diversità come fonte di arricchimento e innovazione. Secondo l’On. Tiziana Beghin “come imprenditori e leader, si ha il potere e la responsabilità di plasmare un futuro più sostenibile per le generazioni a venire. È fondamentale che ogni azione che intraprendiamo tenga conto dell’impatto sul nostro pianeta e sulle comunità che ci circondano”.

Ed è proprio questo l’impegno su cui istituzioni e aziende, in un dialogo costruttivo e sinergico, dovranno concentrare il loro operato per affrontare le sfide attuali, per garantire un futuro più inclusivo in cui la diversità rappresenta fonte di innovazione e crescita.

Established in February 2021 as a cornerstone of the EUR 800 billion NextGenerationEU plan, the RRF has disbursed nearly EUR 225 billion to member states, with Italy emerging as one of its primary beneficiaries. This substantial financial injection has played a crucial role in addressing the ramifications of the COVID-19 pandemic and advancing green and digital transitions across the continent.

According to the report, the Commission assessed 1,153 out of 6,266 (18%) milestones and targets as satisfactory. In addition, Member states reported the completion of a further 1,238 milestones and targets (38%). More than half (54%) of all milestones and targets are expected to be completed by the end of 2024.

The results are extremely positive, both in terms of the impact of the investments generated and in terms of the strong increase in reforms implemented in Member States. The RRF has significantly bolstered public investment, with estimates suggesting a rise in the public investment rate to 3.5% of GDP by 2025, driven primarily by EU funding. Unlike previous crises, the COVID-19 pandemic saw an increase in public investment, showcasing the RRF’s pivotal role in supporting economic recovery and growth. Moreover, as highlighted by Commissioner for Economy Paolo Gentiloni, a key aspect of the RRF is its role in fostering reforms, with the implementation of country-specific recommendations witnessing a remarkable increase from 52% to 69% within two years. This surge in reform momentum underscores the RRF’s effectiveness in addressing long-standing challenges and driving structural changes in member states.

The RRF’s agility and strategic utilization by Member States are evident in its response to evolving challenges. In this regard, Executive Vice-President Valdis Dombrovskis emphasized the transformative nature of the RRF, remarking on its ability to enhance sustainability, resilience, and drive green and digital transformations. The mid-term review underscores the efficacy of its innovative performance-based approach, flexibly adapting to emerging challenges such as inflation and energy security concerns.

Revisions to national plans have addressed issues such as increased energy prices, inflation, and supply chain disruptions, demonstrating the RRF’s adaptability to dynamic circumstances.

Clearly, a major highlight of the RRF’s impact is its contribution to the EU’s green transition. All Member states’ plans have exceeded climate objectives, with substantial funding allocated to green initiatives. Through initiatives like REPowerEU chapters, the RRF aims to accelerate clean energy production, promote energy efficiency, and drive sustainable manufacturing practices.

Looking ahead, the RRF is poised to accelerate implementation, with a significant increase in payment requests anticipated in 2024. The Commission expects over €100 billion in additional payments by year-end, further driving reforms and investments that will yield positive outcomes for EU citizens and businesses.

It’s also worth mentioning that the Next Generation EU has made the Commission a major player in the capital markets: the issuing volume has increased from EUR 0.4 billion in 2019 to EUR 120 billion in 2021. According to Gentiloni, this has also strengthened the international role of the euro.

While the mid-term evaluation underscores the RRF’s substantial achievements, it also identifies areas for improvement, emphasizing the need for flexibility in program design and implementation. Adequate administrative capacity and stakeholder engagement are highlighted as crucial elements for ensuring continued success.

As the RRF progresses towards its culmination in 2026, its mid-term review serves as a testament to its efficacy in delivering tangible results and steering Europe towards a greener, more resilient, and competitive future. The mid-term evaluation sets the stage for further collaboration and refinement, ensuring that the RRF continues to play a pivotal role in Europe’s post-pandemic recovery and long-term growth.

Adding to the complexity is the upcoming European Parliament election scheduled for June 6-9, 2024. This implies that a substantial part of the legislative work needs to be completed early in the year, as the subsequent months will see Members of the European Parliament immersed in re-election campaigns. More specifically, the deadlines related to the conclusion of the 2019-2024 mandate include internal deadlines set by the European Parliament for dossiers currently under discussion (i.e. 5 February for agreements in trilogues, 11 March for files subject to corrigendum). Belgium will undoubtedly try to close important dossiers that could not be concluded before. The Belgian Presidency will have the central goal of making significant progress on many of the legislative files. However, some important dossiers will be very difficult to close in 2024.

Considering these challenges, the Belgian Government has articulated its priorities under the slogan “Protect, Strengthen, Prepare“. This overarching theme is not just a motto, but a roadmap that underpins the strategy for the next six months, with clear priorities and goals. The thematic focus areas are critical pillars upon which the Belgian Presidency aims to build its agenda. Defending the rule of law, democracy, and unity is at the forefront, with an emphasis on citizen empowerment, youth participation, and support for candidate countries seeking EU membership.

Competitiveness takes center stage as the Presidency endeavors to support the creation of a level playing field for businesses, especially small and medium-sized enterprises (SMEs). Advancing the EU’s internal market and industrial future is a priority, along with a strong push for research, development, and innovation. In its ambitious programme for the next six months, the Belgian Presidency expressed its willingness to close several key files in this area, such as the Net Zero Industry Act, the Directive on corporate sustainability due diligence and the Framework on Industrial Design.

A green and just transition is another cornerstone, aligning with the EU’s agenda to combat climate change, biodiversity loss, and pollution. The Presidency aims to champion the energy and climate transition, circular economy, and sustainable water management, ultimately striving for climate neutrality and a flexible, integrated EU energy network. Moreover, the Presidency will commit to closing key dossiers related to digital matters and telecommunications, such as the Artificial Intelligence Act and the Gigabit Infrastructure Act.

As regards Economic and Financial affairs matters, the Belgian Presidency will focus on finalising the Union’s economic governance review, on continued financial support to Ukraine, and on legislation governing the Banking Union and the Capital Markets Union. The Presidency will also work on narrowing the VAT gap, on EU own resources, on completing the mid-term review of the Multiannual Financial Framework (MFF).

Social and health agendas also come under the spotlight, building on the European Pillar of Social Rights. The Presidency advocates for an inclusive, gender-equal, and fair European society, addressing social protection, mental health, and the development of the social economy. Additionally, support for EU crisis preparedness, health workforce development, and access to affordable medicines are key components.

Protecting people and borders remains a focal point, with legislative files related to the new European migration and asylum pact high on the Council’s agenda. Trust, responsibility, and solidarity among Member States are emphasized, along with efforts to reinforce the external dimension of migration and asylum, combat organized crime and terrorism, and enhance EU resilience to crises.

Lastly, the Belgian Presidency emphasizes a global Europe, calling for an assertive approach that prioritizes openness, dialogue, and cooperation. Mobilizing economic, security, defense, and humanitarian capabilities is on the agenda, along with the pursuit of an ambitious and balanced trade policy. The Presidency advocates for the strengthening of health care systems globally and equitable access to quality health care services.

As the current institutional cycle concludes, the Belgian Presidency will support the transition to the next one. The coming months will be crucial for drawing conclusions from this legislative term and, more importantly, for shaping the next one.

Come sottolineato dal Vicepresidente esecutivo Sefcovic, questo storico Accordo di Associazione mira a coinvolgere Andorra e San Marino nel mercato interno dell’Ue, aprendo le porte a una cooperazione più ampia in diverse aree politiche. In particolare, l’allineamento di Andorra e San Marino alle normative del mercato interno dell’Ue promette vantaggi reciproci, che “andranno a beneficio sia della popolazione di Andorra e San Marino, sia dell’Ue”.

Il Segretario Beccari ha sottolineato l’importanza storica di questo accordo, definendolo “un passaggio importante e sfidante, una grande opportunità”. In particolare, ne ha evidenziato l’importanza per i cittadini, specialmente per le nuove generazioni: “Oggi è un giorno bellissimo che dopo otto anni ci vede trovare un accordo politico su questo Accordo di Associazione che rappresenta un’evoluzione importante nei rapporti tra la Repubblica di San Marino e l’Unione europea. Oggi possiamo comunicare di aver raggiunto un importante compromesso su tutto il testo che ci permette di iniziare una nuova fase dei rapporti. È fondamentale poter essere integrati in questo formidabile mercato. E’ un accordo che stiamo regalando alle nuove generazioni, saranno i giovani a beneficiarne maggiormente”.

Questa pietra miliare risponde direttamente all’obiettivo dell’Ue di sviluppare relazioni speciali con i paesi vicini, come stabilito nell’articolo 8 del Trattato sull’Unione europea, rispecchiando l’interesse dichiarato di entrambi i paesi di costruire legami più stretti con l’Ue.

Nel dettaglio, l’Accordo di Associazione prevede la partecipazione di Andorra e San Marino a un mercato interno omogeneo ed esteso, in condizioni di parità di concorrenza e di rispetto delle stesse regole. Inoltre, saranno inclusi i servizi finanziari: da sottolineare che l’accesso al mercato interno in questo settore sarà progressivo e dipenderà dall’esito positivo della verifica della solidità dei quadri normativi e di vigilanza degli Stati associati. La conformità all’acquis in materia di antiriciclaggio sarà una condizione preliminare e le autorità di vigilanza europee svolgeranno un ruolo centrale nel processo di verifica.

Allo stesso tempo, l’Accordo di Associazione stabilirà un quadro per sviluppare e promuovere il dialogo e la cooperazione in settori di interesse comune, come la ricerca e lo sviluppo, l’istruzione, la politica sociale, l’ambiente, la protezione dei consumatori, la cultura o la cooperazione regionale.

L’Accordo di Associazione istituirà inoltre un quadro istituzionale coerente, efficace ed efficiente, che comprenderà l’interpretazione e l’applicazione coerente dell’accordo in linea con la giurisprudenza della Corte di giustizia europea, e un meccanismo di risoluzione delle controversie con la Corte di giustizia europea come arbitro ultimo per le controversie sull’interpretazione e l’applicazione dell’accordo.

Il Vicepresidente esecutivo Šefčovič ha accolto con favore l’accordo raggiunto dai capi negoziatori, elogiando gli sforzi instancabili degli ultimi due anni e la risoluta volontà di trovare un accordo: “questo Accordo di Associazione stabilirà una relazione privilegiata tra l’Ue e entrambi i piccoli stati, posizionati nel cuore dell’Europa e del mercato interno dell’Ue”.

Ora si apre una nuova fase, con la revisione dei testi dell’Accordo per giungere alla possibile firma entro i primi mesi del 2024. Questo step dell’iter rappresenta un passo cruciale per tradurre gli accordi politici in documenti ufficiali e concretizzare la nuova era di integrazione tra San Marino, Andorra e l’Unione europea.

The MEPs, welcomed by Minister for Foreign Affairs, Luca Beccari, reiterated strong support for the Republic’s path towards association with the European Union. A clear message emerged from the visit, which included a meeting with Minister Beccari, an audience with Their Excellencies Captains Regent, H.E. Filippo Tamagnini and H.E. Gaetano Troina, and a hearing before the San Marino Foreign Affairs Committee: both parties are working with determination to achieve what will be the broadest of all agreements with a third-country ever signed with the EU.

This visit coincides with a historic moment for San Marino. The negotiation is at a critical stage, and as emphasized by the President of the AFET Committee, Mr. McAllister, “the time window for concluding the negotiation is narrowing. With the European elections scheduled between June 6 and June 9, 2024, it is crucial to reach the Agreement’s finalization by the end of the year”. This date had indeed been indicated in June 2022 by the Vice President of the European Commission responsible for the Agreement, Mr. Maros Šefčovič, as the goal for concluding the negotiations. Since then, meetings between the parties have been held on a monthly basis, and significant progress has been made on numerous issues.

Once concluded, the Agreement will have a significant impact on San Marino’s economy, promoting greater integration into the European single market while maintaining the Republic’s specificities. The importance of San Marino and Andorra’s association with the EU within the current geopolitical context and their peculiarities was reaffirmed by the Vice President of the AFET Committee, Ms. Zovko: “We want to get to know you and see your specificities. These are unique agreements with the EU, and they are important because they concern the security and stability of Europe, and every country, even small ones, matters greatly. There is interest on both sides in being together and working together because the global context today is complex”.

Minister Beccari emphasized the importance of bilateral and multilateral relations with European institutions and highlighted the value of open dialogue with the European Parliament, emphasizing that the negotiation is based on political will as well as technical issues. He stated, “Forms of dialogue and open discussion are important, including the European parliamentary dimension, which offers us the opportunity to share the democratic path of our institutions in relation to the new status we will assume towards the European Union and also in the face of global scenarios that require extensive cooperation among states”.

President McAllister and Vice President Zovko also attended a meeting with the San Marino Permanent Council Foreign Affairs Committee. During the exchange of views, the fundamental role of the European Parliament in approving the final text of the Agreement was recognized, and in this perspective, the endorsement expressed by the two deputies is crucial. During the meeting, the deep connection between San Marino and the EU, based on the sharing of values, principles, and economic, territorial, and cultural ties, was reaffirmed, as well as the Republic’s role in promoting democracy and human rights internationally.

The parties expressed their willingness to pursue more structured relations between the parliaments to deepen mutual understanding and enhance cooperation. In this regard, the establishment of a dedicated body for dialogue between the institutions was hoped for.

At this stage, the ongoing negotiation is particularly intense, and the Agreement is nearing completion. A key moment is expected for the coming week: on Tuesday, October 24, Minister Beccari will be in Brussels to meet with the Executive Vice President of the European Commission, Mr. Šefčovič, to delve into the key issues of the Agreement with a view to concluding the negotiations by the end of the year.

I deputati, accolti dal Segretario di Stato per gli Affari Esteri, Luca Beccari, hanno ribadito il forte sostegno al percorso di associazione della Repubblica con l’Unione europea. Durante la visita – articolata in un incontro con il Segretario Beccari, un’Udienza con gli Ecc.mi Capitani Reggenti, S.E Filippo Tamagnini e S.E. Gaetano Troina, e un’audizione davanti alla Commissione Affari Esteri di San Marino – è emerso un chiaro messaggio: entrambe le parti stanno lavorando con determinazione per raggiungere quello che sarà il più ampio di tutti gli accordi con un Paese terzo mai siglato con l’Ue.

La visita si inserisce infatti in un momento storico per il Titano. Il negoziato è in una fase decisiva e, come sottolineato dal Presidente della Commissione AFET McAllister, «la finestra temporale per concludere il negoziato si sta stringendo. Con le elezioni europee previste tra il 6 e il 9 giugno 2024, risulta cruciale arrivare alla definizione dell’Accordo entro la fine dell’anno». Tale data era stata infatti indicata a giugno 2022 dal Vicepresidente della Commissione europea responsabile dell’Accordo, Maros Šefčovič, quale obiettivo per la conclusione dei negoziati. Da allora, gli incontri tra le parti si sono tenuti a cadenza mensile e sono stati compiuti significativi progressi su numerosi dossier.

Una volta concluso, l’Accordo avrà un impatto significativo sull’economia di San Marino, favorendo una maggiore integrazione nel mercato unico europeo, mantenendo al contempo le specificità della Repubblica. L’importanza dell’associazione Ue di San Marino e Andorra nell’ambito dell’attuale contesto geopolitico e delle loro peculiarità è stata ribadita dalla Vicepresidente della Commissione AFET Zovko: «Vi vogliamo conoscere e vedere le vostre specificità. Questi sono accordi unici con l’Ue e sono importanti perché riguardano la sicurezza e la stabilità dell’Europa e tutti i paesi, anche piccoli, contano molto. C’è interesse da entrambe le parti a stare insieme e a lavorare insieme, perché il contesto mondiale oggi è complesso».

Il Segretario Beccari ha sottolineato l’importanza delle relazioni bilaterali e multilaterali con le istituzioni europee e ha evidenziato il valore del dialogo aperto con il Parlamento europeo, enfatizzando come il negoziato si basi su anche su una volontà politica, oltre che su questioni tecniche. «Sono importanti le forme di dialogo e di confronto aperto anche con la dimensione europarlamentare, che ci offre l’opportunità di condividere il percorso democratico delle nostre istituzioni, in rapporto al nuovo status che andremo ad assumere nei confronti dell’Unione europea ed anche dinnanzi agli scenari globali, che richiedono un’ampia cooperazione fra Stati», ha dichiarato.

Il Presidente McAllister e la Vicepresidente Zovko hanno partecipato anche ad un incontro con la Commissione consiliare permanente Affari Esteri di San Marino. Durante lo scambio di opinioni, è stato riconosciuto il ruolo fondamentale dell’Eurocamera nell’approvare il testo finale dell’Accordo, e, in quest’ottica, l’endorsement espresso dai due deputati risulta cruciale. Durante l’incontro, sono stati ribaditi il profondo legame tra San Marino e l’Ue, basato sulla condivisione di valori, principi e legami economici, territoriali e culturali, nonché il ruolo della Repubblica nella promozione della democrazia e dei diritti umani a livello internazionale.

Le parti hanno espresso la volontà di perseguire relazioni più strutturate tra i Parlamenti, in modo da poter approfondire la conoscenza reciproca e migliorare la collaborazione. A tal proposito, è stata auspicata l’istituzione di un apposito organo dedicato al dialogo tra le istituzioni.

In questa fase, il negoziato in corso è particolarmente serrato e l’Accordo è in prossimità di definizione. Un momento chiave è atteso per la prossima settimana: martedì 24 ottobre il Segretario Beccari sarà a Bruxelles per incontrare il Vicepresidente esecutivo della Commissione europea Šefčovič e approfondire le questioni chiave dell’Accordo nell’ottica della conclusione dei negoziati entro la fine dell’anno.
